I just went in there and turned on the breaker and it looked like the battery was drawing a surprisingly high amount of amps almost as much as a dead battery would draw. This is quite rare in newer cars but if your car is old this could be a problem. If the car is turned off just as with the lights inside the car the cell phone charger is drawing power from the cars battery.
Leaving the charger plugged in when not charging a cell phone may also drain the batterys power but this will be a slower drain on the battery than if charging a phone.
Avoid Car Battery Drainage Even when it is not charging anything leaving the phone charger plugged in may drain the car battery and may deplete its power if the engine is not running which could leave you stranded or make for an inconvenient morning. Doing so wont drain the battery quickly. Car charger drains phone battery instead of charge. Depends on the car AND how long you leave charger.
